human rights to the tiniest minority,
we cannot truthfully call ourselves a democracy"

 

Faced by an orphan population of more than six million in Italy it was his lobbying in the Italian Parliment that had made it legal for single persons to adopt children.
John Paul, at the time Bishop Luciani, made this response to a member who challenged, "but that would make it legal for homosexuals to adopt children."
